[git-buildpackage] Do NOT run lintian after building the package

buildpackage.builder=debuild -i -I

How do you pass options to debuild? - I did not select debuild consciously nor I configured the "-i -I" options myself. These settings must have been taken over as defaults when installing gbp.

For completeness, how do you manipulate (turn on/off) hooks?
