[whatmaps] Bug#964469: whatmaps: manpage references wrong README file and does not mention debconf

Manpage for whatmaps includes this:

  See "usr/share/doc/whatmaps/README.Debian" for details.

There is a missing initail slash, and the package is native
so the file is README (not README.Debian).

Also, would be nice if the manpage additionally mentioned the option
to not manually edit config file but instead run

  dpkg-reconfigure whatmaps
