[git-buildpackage] gbp.conf defaults in new packages

Hi,

If you haven't noticed, I just wanted you te be aware that anyone
making new packages with debmake will automatically have a template
gbp.conf created:
https://salsa.debian.org/debian/debmake/-/blob/main/src/debmake/data/extra1_gbp.conf.txt

In https://salsa.debian.org/debian/dh-make/-/merge_requests/22 I am
suggesting dh_make would also have a gbp.conf template for Debian
packages in general, and in
https://github.com/Debian/dh-make-golang/pull/225 I am suggesting the
dh-make-go tool to have ti specifically for Go, and with the
upstream-vcs-tag format that is standard for almost all Go packages
(v.1.2.3).
