[git-buildpackage] Default gbp.conf template in debmake and dh-make

FYI, I posted an update for the gbp.conf example file distributed by Debmake:

Once that is polished, I plan to submit a similar file to included in
https://salsa.debian.org/debian/dh-make/-/tree/master/lib/debian as
well. This is continuation to the discussions about optimal gbp.conf
and README.source.md I have been pushing for in past months, so I just
wanted to let you know about it.

Naturally the gbp.conf can become shorter over time if the
git-buildpackage defaults converge on something that works well for
everyone, but a minimal gbp.conf file is likely to be needed as long
as the upstreams have various practices in whether they publish
tarball signatures and what the upstream-vcs-tag format is etc.
